For more low-key experience, try the Java Café situated on Sihanouk Blvd, not far from the well-known landmark, the Independence Monument. Located on the second-floor, it has a quiet balcony overlooking a large park and hosts an art gallery inside. Particularly good for Saturday brunch.
On any work-day to find the true Phnom Penh Insider crowd, go to The Shop, a Belgian-run delicatessen with some of the finest sandwich and coffee selection in the city. Stylish with attentive service, it is located on the popular Street 240, alongside some of the most desirable boutiques in town. Housed inside a colonial villa surrounded by a lush tropical garden makes Elsewhere one of Phnom Penh’s most popular hang-outs. By day, take lounge by the pool, or swing by in the after hours to hang out with a lively crowd of regulars.
